OBJECTIVES:
This position is accountable for the contribution to the timely
completion of project with good quality through managing subcontract
functions and works to ensure implementation of "Subcontract Plan
and
Procedures" with compliance by subcontractors of contractual
agreements.
MAJOR DUTIES AND END RESULTS:

1. Assist the Construction Manager in the preparation of
"Subcontract Plan" including "Subcontract Strategy"
and "Subcontract Formation" for a project taking such
conditions as work volume, subcontractor's capability into
consideration.
2. Prepare "Short List" of subcontractors by discipline
through prequalification for the preparation of bid based on the CCL
CLIENT’s and/or Client's Subcontractor Lists or Database. 3. Prepare
or review inquiry and subcontract packages which include instructions to
bidders, form of contract, general terms and conditions, scope of work
and supply, specifications, "BILL OF QUANTITY" and price
breakdown, schedule and drawings prior to issue for the request of
proposal or "BIDS" from subcontractors.
4. Prepare or review the evaluation of "BIDS" submitted by
subcontractors from the commercial and technical viewpoints such as
scope of work, offered price, work schedule, terms and conditions,
"Manpower Mobilization Plan", "Construction Equipment
Mobilization Plan", "Execution Plan" and productivity.
5. Superintend the clarification of "BIDS" and negotiate the
terms and conditions and the price with subcontractors by correspondence
and/or meeting.
6. Prepare "Award of Contract" and submit contracts to

Section and judges if the additional cost is necessary or not in

"Change Order" for the approval and signature of the
Construction Manager.
13. Participate in the resolution of contractual claims and disputes
with subcontractors.
14. Review invoices and attached documents from subcontractors based on
the "Progress Report" and submit them to the Construction
Manager for his approval.
15. Superintend, instruct and guide his subordinates to efficiently
perform their duties entrusted respectively in accordance with the
"Subcontract Plan and Procedures".
16. Assist the Site Administration Section in the recruitment of the
field subcontract staff of local and TCN resources.
17. Perform, other than all the above, whatever duties entrusted by the
Construction Manager in respect of the construction subcontract work.
18. In addition to the above, usually control the following two
functions;
(1) Cost Control (Budget Control) for Construction Portion.
(2) Local Purchase
NATURE AND ENVIRONMENT:
The incumbent reports to the Construction Manager and cooperates with
managers,
especially with the Construction Superintendent, the Field Engineering
Manager.
Reporting to this position, they are: subcontract engineers, cost
control staff, local purchase staff.
There is not always a position of Subcontract Manager for each project.
This position is to exist in a large project whose award price is more
than 50 billion Japanese Yen in principle, depending on project
organization. In a project where this position is not assigned, the
Construction Manager or the Assistant Construction Manager executes the
duties of this position.
Almost all the works in the field construction are to be subcontracted
at site and a contract is required for each work.
Regarding type of contract on construction works, "Remeasured
Contract" which is a type of unit price contract is prevailing,
since the contract has to be made before completion of engineering,
namely, before issuance of the drawings which are necessary for lumpsum
contract.
In the construction works, there are, in principle, civil work, concrete
structure work consisting of foundation and super structure, steel
structure work, building work, equipment erection work, piping work,
instrumentation work, electrical work, insulation work, painting work
and fire-proofing work.
After award of a project, the incumbent helps the Construction Manager
make a "Subcontract Plan" which is one of the main
construction work plans for a project.
Then, the incumbent assists the Construction Manager to decide a
"Subcontract Formation" i.e., assignment of the above
construction works to subcontractors taking into consideration
capability of subcontractors and cost.
Based on the Subcontract Plan and Subcontract Procedures, the incumbent
directs the works relating to the selection of subcontractors.
Quality of construction planning, price, experiences and reliability are
the main keys to select subcontractors.
However, in some cases, the incumbent is bound by other conditions such
as the local resource maximum utilization law or client's request to
select subcontractors.
Negotiation with subcontractors is the most important and challenging
job for this position.
There are a lot of claims from subcontractors at site, for example,
standby due to the delay of drawings or other subcontractors's work and
those claims often demand additional costs.
The incumbent is expected to resolve all these numerous and costly
claims from subcontractors asking sometimes the advice from the
Construction Manager.
At the construction site, most of his working time is spent for
evaluation of "FIELD CHANGE SHEET" of which number amounts to
10,000 to 20,000 in a project, negotiation with subcontractors for the
variation and resolving all claims from subcontractors.
Maintaining good relationships with subcontractors is necessary to this
position. As it sometimes helps the incumbent settle the claims from
subcontractors and contribute to the smooth execution of the
construction work.
There are at least more than 100 contracts with subcontracts in one
project. The incumbent also makes contracts for manpower supply for TCN
and camp operation and other purposes by request.
He may sometimes need to consult with specialists such as tax
consultant, lawyer and certified public accountant in the country where
the site is located to take the necessary laws and procedures into
account.
The work of this position varies depending on capability of the
individual, also by the nature of the project, such as, the nature of
the contract with the client, and/or the nature of the subcontracts, the
project size. The Subcontract Manager shall be capable of understanding
such project circumstances and performing his duties accordingly.
PROBLEM SOLVING AND DECISION MAKING:
The Subcontract Manager is accountable for resolution of all problems
relating to subcontractors referred to the incumbent on site.
Any problems having a serious or significant effect on the
"Subcontract Plan and Schedule" on the site shall be consulted
with the Construction Manager at site and with the Manager of
Construction Department of Home Office if required.

subcontractor Minutes of meeting.
Ensure that all in coming correspondences from subcontractor are
responded in timely manners. Study all justifications given by
subcontractor for any change or claims or variation request. Maintain
regular and fair contacts with his Site Subcontractors counter parts.
Comply with r Subcontracting procedures.
Constant improvement of subcontracting administration in order to
minimize risks and extra costs. Ensure that the confidentiality of all
subcontract information is strictly maintained. Perform for each
subcontracts some cost analysis and statistics- Provide Feedback on
subcontract administration.
Raise any commercial, contractual or others Risk that could affect
subcontract cost to Subcontract Manager.
Prepare a Monthly subcontractor Report.
Prepare amendments; change order and final settlement of the
subcontracts. Treatment of Change order, variation order, letters, MOM's
action. Obtain Approval of subcontractor Progress certificates. Ensure
timely treatment of subcontractor Invoices. Maintain Subcontractor
change order Log. Follow up of correspondences log.
Prepare Liquidate Damages Notices
Properly record and report to Subcontract Manager Subcontract and
contractor deliverables and milestones contractual obligation.
For Site Award Package
Have prepared and issue site Subcontract Package in agreement with and
with the quality cost and schedule requirement. Prequalification of
potential bidders for Dew subcontract packages.
Subcontract procedures
Preparation and initiation of inquiries, negotiation, preparation and
placement of orders for execution of works on site.
